Hi Graham, I wonder if you are not to optimistic about the role of local government (by the way: in the Netherlands the province of Zeeland is a region not "local"). I think branches/networks/supply chains of companies (especially SMEs) have a more important role in enabling technology enhanced learning (te-learning) than local governments. Do they have the competences and tools (e.g. money) to do this? Do companies want governamental interference with their (te)-learning? I am very interested in your presentations but I cannot open them. Can you mail them to me? Best regards, Wilfred Rubens
